,,चंडीगढ़. श्याम सरन नेगी एक साधारण सा नाम है, लेकिन आप जानकर हैरान हो जाएंगे कि देश के लोकतंत्र की बुनियाद 98 साल के श्याम सरन नेगी ने ही रखी। वह स्वतंत्र भारत के पहले वोटर हैं, जिन्होंने 25 अक्टूबर 1951 में वोट किया। भारत के आजाद होने के बाद देशभर में 21 फरवरी 1952 को आम चुनाव हुए लेकिन हिमाचल प्रदेश के किन्नौर जिले के 'चिनीà गांव (अब गांव का नाम कल्पा है) में इन चुनावों से चार महीने पहले यानी 25 अक्टूबर 1951 को चुनाव हुए थे। ऐसा इसलिए क्योंकि बर्फबारी में यह जनजातीय इलाका भारत से कटा रहता है और बर्फबारी में चुनाव कराना मुमकिन नहीं था।
